We now look at whether Egypt could become the next potential outsourcing location.

We were rather intrigued this week when a press release crossed our desks, claiming to be from the “Largest Call Center facility in Southern Mediterranean region”. We thought that it was a good time to investigate.

Located on the edge of Cairo in the rather posh-sounding location of “Smart Village”, Xceed (the IT arm of Telecom Egypt) has set up a large outsourced call centre. 1,200 agents can be housed in the facility.

Most likely as a base to serve the Arabic speaking world, the centre can also support calls in English, French, German, Italian, Spanish, Greek and Portuguese.

Xceed seems to be targeting calls from both Europe and the Middle East, but Ahmed Refky, Vice President for Strategy and Business Development at Xceed says, “we own the basic foundations of this industry starting with Human Resources; more than 200,000 university graduates, are multi-lingual and have high communication skills. In addition, the infrastructure in Egypt is as good as that in European countries and far exceeding those in the Middle East. The geographic location of Egypt and our time zone is also a factor that facilitates providing customer service around the clock.”

Perhaps not surprisingly the centre’s biggest customer is Telecom Egypt, but the centre has also won a contract for providing customer support for Microsoft Clients in Europe and the Middle East. The contract was won after competing with international specialised companies in IT-enabled services after a lengthy bid process. Bill Gates visited the centre
earlier in the year. Xceed also take calls for Microsoft, Oracle, Neuf Telecom (France) and General Motors.

While Morocco and Tunisia have targeted themselves at service for the French market, Egypt seems to have been a late entrant into the outsourced call centre market. Datamonitor put the size of the Egyptian call centre market in 2005 at only 655 agent positions. This is about the same size as a single large western call centre.

Datamonitor have compared Egypt with other call centre locations. While Egypt is much cheaper than other outsourced locations such as Canada, Mexico and Poland, it is marginally more expensive than India. Typical costs of $14.50 for an hour of inbound customer service compare with $13.30 for an hour in India. However, India has recently been plagued by spiralling attrition rates, whereas Egypt would likely still be in the “honeymoon phase of call centres”.

Establishing a Mediterranean hub, as Egypt has done, has not all been plain sailing. A stir was created last year when French-owned network operator Equant took a decision to offshore jobs from its Sydney call centre to Egypt. The move was to deploy a mere 13 staff, who provide helpdesk support for airline IT systems. Who knows what will happen if bigger call centres move across?

The Egyptian government has made a great effort to improve the information and communication technology. A new Ministry for Communication and Information Technology (MCIT) has been tasked with providing a state-of-the-art national telecommunication system to enhance Egypt’s global competitiveness.

Still Xceed will not have everything all its own way. It will face stiff competition from Raya Call Centres, part of Egyptian technology company Raya Holdings, which provides outsourced contact centre services to clients in Egypt and the region.

Since launching its services five years ago, Raya has provided outsourcing services for clients from all sectors, including Allianz, Unilever, Intel, Microsoft, Hewlett Packard, Novartis and Aventis.

I wonder if any of you is good at the German language? I have launched a couple of months ago an outbound call center in Egypt that targets customer in Germany and Austria. It seems difficult to find agents with near native German language skills, I tried posting the job at facebook groups like DEO and DSB (German schools) and I got some candidates but I still need more agents now, I've also posted the ad in Goethe institute but I got nothing from there.

Can someone direct me to the appropriate place to post this job online or even on printed media. Also I would appreciate it if you refer to me anybody you know that might be appropriate for that job.

يبدو أن الاتهام الموجة للتكنولوجيا أنها تقلص من فرص العمل، بما يؤدي لانتشار مشكلة البطالة، لم يعد اتهاما مقبولا، فقد باتت التكنولوجيا قادرة على أن تخلق للشباب فرص عمل عديدة، ولكن هذه الفرص "مهرها غال" -كما يقولون بالعامية المصرية- إذ تحتاج إلى مقومات خاصة ينبغي توافرها في القائمين عليها.

ومن هذه المهن التي بدأت تفرض نفسها وبقوة على ساحة سوق العمل المصرية ما يعرف بوظيفة "الكول سنتر" خاصة بعد الدورات التدريبية التي أعلنت عنها وزارة الاتصالات المصرية لتأهيل الشباب لهذه المهنة.


ما هو الكول سنتر؟

والكول سنتر يعرف بأنه تشغيل مراكز الاتصالات لحساب الغير، حيث يقوم العميل المتعامل مع الشركات التي لها مراكز "كول سنتر" بالاتصال من أي مكان بالعالم ويقوم الموظف المصري بالرد عليه.

وقد يتخيل الكثيرون أن هذه المهمة سهلة ولا تتطلب فقط سوى معرفة لغة الشخص المتحدث، ولكن ما لا يعرفه الكثيرون أن أسلوب وطريقة الرد عامل مهم جدا عند تقييم العاملين في هذا المجال، كما أن سرعة الرد تدخل -أيضا- في التقييم، حيث توجد مقاييس عالمية تقيس سرعة الرد.

وحول أسلوب اختيار الشباب العاملين في هذه المهنة يقول الدكتور عادل دانش رئيس مجلس إدارة شركة "أكسيد" المتخصصة في إنشاء مراكز "كول سنتر" والتابعة لوزارة الاتصالات المصرية بأن إجادة اللغات يعد شرطا أساسيا للعمل، موضحا أن هناك 3 اختبارات لغات يتم إجراؤها لمن يرغبون في العمل، منها اختبار يجرى في البلد الأصلي للغة، ولا يتم اختيار إلا من يحصل على 8 درجات فأكثر من 10، ولا يشترط أن يكون الشخص حاملا لمؤهل بعينه، ولكن المطلوب أن يكون لديه فكرة عن طبيعة المجال الذي تعمل بة الشركة التابع لها.

كما ينبغي أن يتمتع القائمون على المهنة بقدر عالٍ من اللباقة في الحديث، مع تحقيق سرعة في الرد، حيث توجد مقاييس تم وضعها لقياس هذه السرعة وهي الرد قبل مرور ثانيتين أو 3 رنات على 80% من المكالمات الواردة لمركز الكول سنتر.

شباب مصر ينافس الهند

وعن مدى توافر هذه المقومات في الشباب المصري يقول د. دانش: إن مصر تملك أكثر من 250 ألف خريج سنويا وهم يمثلون ثروة بشرية هائلة تتميز بها على سائر دول العالم، كما أن الشباب المصري يجيد لغات مختلفة ومتعددة متفوقًا بذلك على الشباب الهندي الذي لا يجيد إلا الإنجليزية فقط.

وقد أظهر الشباب المصري كفاءة في هذه المهنة منذ بداية أول مركز عالمي في مصر، وهو الخاص بشركة مايكروسوفت، حيث يضم المركز 125 مقعدا ويقوم الشباب بالرد على المكالمات التليفونية الواردة من أي بلد في العالم بنفس لغة صاحب الاتصال دون أن يدري الأخير أن الذي يرد عليه من بلد آخر.

وأظـهرت الإحصائيات تقدم مصر كمنافس رئيسي في هذه الصناعة.. فقد اعتبرتها شركة AT Kearney المتخصصة في مجال الاستشارات الإدارية العالمية رقم 12 على مستوى العالم في هذا المجال، كما تنبأت شركة Data monitor العالمية المتخصصة في مجال الأبحاث التكنولوجية بأن يرتفع معدل نمو هذه الصناعة بمصر بمعدل 50% سنويا حتى عام 2009.

ولذلك يتوقع د. دانش أن يكون لدينا 14 ألف شخص في صناعة مراكز الاتصالات "كول سنترز" في سنة 2009، مشيرًا إلى أننا نواجه منافسة قوية من جانب تونس والمغرب ودول أخرى دخلت في المجال حديثا مثل السنغال وغانا.

المعاكسات أهم المشاكل

وبالرغم من هذه الصورة الوردية لهذه الصناعة في مصر فإنها تواجه بعض المشكلات التي تعود في المقام الأول إلى ثقافة استخدام التليفونات في مصر؛ فلا يزال هناك الكثيرون يمثل التليفون بالنسبة لهم وسيلة للمعاكسات؛ لذلك فإن هذه المشكلة من أهم المشكلات التي تواجه العاملين بالكول سنتر -كما يقول فكري رءوف موظف بخدمة الكول سنتر- والتي وصفها بأنها تصرفات غير مسئولة لأشخاص غير مبالين بأهمية الوقت والجهد الذي يبذل داخل كواليس هذه العملية حتى تقدم بأفضل صورة للعميل، وناشد جميع المتعاملين من العملاء مع هذه الخدمة عدم اللجوء لهذه السخافات؛ لأن ذلك يشغل خطوطا يمكن أن يستفيد منها متصل آخر.

ومشكلة أخرى يشير إليها موظف آخر يدعى محمد مجدي وهي تشابه أرقام كثيرة لخدمة الكول سنتر؛ الشيء الذي يؤدي إلى تداخلها لدى العميل نفسه، ولكن هذه المشكلة سهلة ويمكن التغلب عليها بسهولة.

وعن المزايا التي يوفرها الكول سنتر يقول المهندس محمد عمران رئيس هيئة تنمية صناعة تكنولوجيا المعلومات التابعة لوزارة الاتصالات المصرية إنه بخلاف فرص العمل التي يوفرها هذا المجال والتي تصل إلى 3 آلاف فرصة عمل، فإن عائد مقعد الكول سنتر الواحد يبلغ نحو 25 ألف دولار سنويا؛ أي أن كل 1000 مقعد توفر 25 مليون دولار سنويا، وبذلك فحسب المستهدف فإن الصادرات من هذا المجال ستتراوح بين 250 و350 مليون دولار سنويا، وهي قيمة مضافة.

هذا بالإضافة إلى أن "الكول سنتر" له مزايا تشعر بها الشركة التابع لها؛ فمثلا في الشركة المصرية للاتصالات يوجد 250 موظفا يقومون بالرد على ما يتراوح بين 50 ألفا إلى 60 ألف مكالمة يوميا أي 1.5 مليون مكالمة شهريا؛ وهو ما يعني أن هذا العدد كان سيذهب للسنترالات للحصول على الخدمة بما يمثله ذلك من ضغط على السنترالات.

خطة لترويج الصناعة

وقد شجعت هذه المزايا وزارة الاتصالات المصرية لإعداد مشروع يهدف إلى تنمية مهارات الشباب المصري في هذا المجال كوسيلة للمساهمة في حل مشكلة البطالة.

وفي إطار هذا المشروع قامت الوزارة بالتمويل والإشراف على تدريب عدد كبير من مشغلي ومشرفي مراكز الاتصال وخدمة العملاء بالحاسب وهم من شباب الخريجين عن طريق تزويدهم بخبرات عملية يتم اكتسابها من خلال تطبيق محتوى تدريبي حديث ومعتمد دوليا، وتقوم الوزارة بدعم تام لهذا المشروع من خلال تقديم منح دراسية للمتقدمين من التخصصات المختلفة الذين يتم انتقاؤهم وفقا لمعايير متميزة تضمن من خلالها الوصول بالمتدربين لأعلى مستويات تقديم الخدمة المتعارف عليها دوليا والنهوض بصناعة مراكز الاتصال بمصر.

وتشمل خطة المشروع تدريب 795 متدربا سنويا في مجال البنوك والاتصالات والمعلومات والتوزيع والوجبات السريعة والأجهزة المنزلية والتأمين والأجهزة الإلكترونية وخدمات الاتصالات والخدمات الطبية، ويقوم بتنفيذ التدريب مجموعة من الشركات المحلية والعالمية المتخصصة.
